The
best interests of children-in-conflict-with-law
(CICL) is presently being considered. Intervention,
prevention, diversion, rehabilitation and reintegration
programs are being introduced to save them from
criminal responsibility, hence, the issuance
of Republic act 9344, otherwise known as the
"Juvenile Justice welfare Act".
As the government’s primary welfare arm,
the Department of Social Welfare and Development,
Region 8 through its OIC-Regional Director Leticia
Corillo will be inviting members of the private
media, in coordination with the Philippine Information
Agency, to a media Tour on May 18, 2007 at the
Regional rehabilitation center for Youth situated
in Brgy. Sto. Niño, Tanauan, Leyte.
The Media Tour is aimed to encourage members
of the private media to act as instruments in
enlightening the general public about CICL,
and likewise, make them uphold confidentiality
and to observe protocol in the coverage and
reporting of cases involving CICLs.
Meanwhile, Republic Act 9344 recognizes the
vital role of children and youth in nation building
and shall promote and protect their physical,
moral, spiritual, intellectual and social well
being.
Likewise, it also states that the participation
of children in the program and policy formulation
and implementation related to juvenile justice
and welfare shall be ensured by concerned government
agency.
Pursuant to Article 40 of the United nations
Convention on the Rights of the Child, the State
recognizes the right of every child alleged,
accused of, or recognized as having infringed
the penal law to be treated in manner consistent
with the promotion of the child’s sense
of dignity and worth, taking into account the
child’s age and desirability of promoting
his/her reintegration.
