Tanauan, Leyte -- Civil Service Commissioner Cesar Buenaflor lauded the local government of Tanauan, Leyte for implementing anti-red tape measures even before the passage of Republic Act No. 9485 or the Anti-Red Tape Act of 2007.

Commissioner Buenaflor made the commendation when he was the Keynote Speaker and the Guest of Honor during the launching on June 3, 2009, of the Citizen's Charter of Tanauan, Leyte, one of the two showcased municipal government units in Region 8.

"I came to Tanauan in order to inspire you to implement the Anti Red Tape Act of 2007 but we are the ones who have been inspired by the Local Government because it has been implementing Anti Red Tape measures since 2001 even before the law was passed," said Commissioner Miraflor who was accompanied by Civil Service Commission Region 8 Director David Cabanag, Jr., ARD Marilyn Taldo and all the CSC Field Officers from the 6 provinces of the Region.

The CSC Commissioner was surprised to know that Tanauan has been adjudged as the country's Most Business Friendly Municipality twice, the latest is for 2008. He also cited the other awards received by the LGU which promoted Anti Red Tape and good governance.

Together with Tanauan Mayor Roque A. Tiu, Commissioner Buenaflor cut the ribbon of the Tanauan Citizen's Charter which rolled down from the ceiling of the mini stage at the Town Hall's Lobby.

Mayor Tiu also presented copies of the Tanauan Citizen's Charter in booklet form to the Commissioner and the other Civil Service Commission officials.

The Tanauan Citizen's Charter contains a step-by-step procedure of the local government's top frontline services in the Offices of the Treasurer, Assessor, Social Welfare and Development, Agriculture, Municipal Planning, Engineering, Budget, Accounting, Sangguniang Bayan, Mayor and Local Civil Registrar, including the name of employee responsible for each step, the maximum time to conclude the process, documents to be presented by the client, amount of fees, procedure for filing complaints in relation to requests and applications, feedback mechanisms, among other information.

Mayor Tiu said that streamlining and posting of procedures are only among the things government agencies are required to do under Republic Act No. 9485 or the Anti-Red Tape Act of 2007.
