Mayor Roque Tiu has been requested to share
the Tanauan experience in Land Administration
and Management Project (LAMP) to delegations
from Legaspi City, Cadiz City and Bayombong,
Nueva Vizcaya, on July 23, 2007, at the Leyte
Park Hotel, Tacloban City.
Mayor Tiu is expected to share his municipality's
best practices in the successful implementation
of the LAM project in his municipality considering
the more than 1,500 farmers who have availed
of the land titling program. "There must
be more One Stop Shop Centers in other regions
of the country" Sen. Pia Cayetano pronounced
after her educational tour and visit in Tanauan,
Leyte early this year, to observe and gathers
data for the LARA bill passage which has been
pending in the upper house.
According to Sen. Cayetano, being part of the
Committee on Environment and Natural Resources
in the Senate, her objective in visiting Tanauan,
Leyte was to look and understand on the ground
of works on the bill which would fast track
the processing of the titling system and at
the same time ensuring and preserving the sanctity
of the land ownership and titling process.
The Land Administration and Management Project
Provincial Project Implementing Office will
be hosting the Land Administration and Management
Appreciation and Cross Visit on July 23 - 24,
2007, Project manager Hernani M. delos Reyes,
Jr. informed.
The LAM Appreciation and Cross Visit will start
at 8:30 in the morning with the welcome remarks
by PENRO Hernani delos Reyes and Deputy ReD
Atty. Emeterio Villanoza and will be followed
by the message of DENR Regional Executive Director
Alfredo Pascual.
During the two-day activity, aside from the
best practice by the municipality of Tanauan,
the One Stop Shop and Front Desk best practice
will also be discussed by Atty. Emeterio Villanoza,
the Regional Operations Director.
The CIM and Land Records Management will be
tackled by Mr. Benny Sanico, CIM Unit Head and
the Overview of Systematic Adjudication will
be discussed by Mr. William Solete, deputy manager
of the Provincial Project Implementing Office.
In Leyte, the One Stop Shop Center has provided
the Province, the land owners in every identified
municipalities under the LAMP I and LAMP II
clientele an accessible, efficient and affordable
land administration services.
LAMP was piloted in six municipalities of the
province of Leyte from 2001 to 2004. The municipalities
included included in the Phase I are Palo, Pastrana,
Sta. Fe, Alangalang, Dagami and San Miguel.
LAMP Phase II will be implemented from November
2005 to 2010. For 2006, the municipalities of
Tanauan, Tabon Tabon and Barugo will be piloted.
By the year 2010, all the municipalities of
Leyte will have been included.
One of the features of LAMP Phase II is the
creation of one-stop-shops in each of the participating
provinces which shall provide an integrated
delivery of services to the public to facilitate
land-related transactions.
The Local Steering Committee for the province
of Leyte was convened last year in consonance
with the provisions of Executive Order 467 defining
the implementation arrangements for the land
administration and management project phase
2, the creation of one-stop-shops and other
purposes. Among its functions is to lead in
the promotion and advocacy of reform agenda
at the local level and to review project performance
at the local level so as to be able to recommend
to the LAMP National Steering Committee measures
to address issues and concerns.
