VIETNAM STUDY TOUR HIGHLIGHTS REFORMS,
INITIATIVES THAT IMPROVE BUSINESS CLIMATE

Tanauan, Leyte -- "We are learning many things here that we can apply in our local government units," Tanauan Mayor Roque Tiu, who is among the 14-man delegation from the Philippines who are now on a study tour in Vietnam.

The study tour highlights the reforms and initiatives that has been adopted in order to improve the business climate in Vietnam, Mayor Roque Tiu said. Another highlight is the importance of public and private dialogues, Mayor Tiu added.

Indeed, Vietnam is in a phase of transition. It is moving from a centrally planned economy to a 'market economy with socialist orientation'. This has led to a high rate of economic growth over the last several years. Macroeconomic stability and continued reforms, together with the country's relatively cheap labour and natural resource base, have turned Vietnam into one of the world's leading emerging markets and an attractive market for investors.

Mayor Tiu informed that he is in the company of distinguished personalities. The Study Tour Team from the Philippines is composed of the representatives of the National Competitiveness Council, the Philippine Chamber of Commerce and Industry, Department of Trade and Industry, Bureau of Investments, and GTZ.

Among the team members are Ms. Elvira Tan who is the Regional Governor of PCCI Northern Mindanao; Mr. Francis Monera, Regional Governor of PCCI Region 7; Mr. Nicolas Beda Priela, Regional Governor of PCCI Region 5 and Ms. Nora Lacuna, immediate past president of Pasig Chamber of Commerce and Industry.
Also included in the Team are Dr. Hernando Delizo, MD., president of the Quezon City Chamber of Commerce and Industry; Mr. Daniel Rodriguez Arcenas, CEO of Handumanan Development Corp. Cebu; Miss Zenaida Pre, Supervising Trade and Industry Specialist (BMSMED) DTI, Ms. Alicia Ore, Investment Specialist, BOI; Mr. Whilner Morales, Manager, Phil. Business Registry, DTI; Ms. Ma. Victoria Antonio, Senior Technical Adviser, GTZ; and Ms. Rhodora May Raras, Technical Adviser, GTZ.

There are three member of the team coming from the Local Government Units which recently won the prestigious Most Business Friendly LGU Awards - Leyte Governor Carlos Jericho Petilla whose LGU won as the Most Business Friendly Province; Miss Marvi dela Cruz, the representative of the City Mayor of Tarlac for the Most Business Friendly City; and Mayor Tiu himself whose LGU was adjudged as the Most Business Friendly Municipality of the Philippines.

Mayor Tiu said that the Study Tour Team are very well taken cared of by their able and hospitable hosts, the GTZ officials in Vietnam namely, Dr. Guenter Riethmacher, the GTZ Vietnam Country Director and Ms. Doris Becker, the GTZ Chief Technical Advisor.

Among the institutions the Study Tour Group visited and met is the Ministry of Justice where a briefing on Reforms for business and investment in Vietnam; legal reforms to improve the business environment in Vietnam and the public and private dialogue from the perspective of the Ministry of Justice, was conducted.

At the Central Institute of Economic Management, Ministry of Planning and Investment, the group was briefed on the Reforms of the Enterprise Law, Investment Law in Vietnam in the last decade; and on the Business License Reform in Vietnam.

The group visited the City of Hai Phong particularly the Vietnam Chamber of Commerce and Industry branch there where the group had a business forum activity.

The group also dropped by the Department of Planning and Investment in Hai Phong where a briefing on reforms of business and investment environment in the province and a dialogue with local enterprise about difficulties and solutions, was conducted.
